Connecting a USB 2.0 device to a USB 1.1 port

I have a new Toshiba Portege 2000, running XP
Professional. I have just connected an external iomega
CD-RW/DVD-ROM drive to the laptop. Initially the device
worked, then I received the message that the device could
not be recognized. I am now receiving the message that I
must "add a HI-SPEED USB host controller to this
computer." I don't understand what this means, or how to
do this. Thankyou to anyone who can help!
