current administator cannot see programs on hard drive

Default current administator cannot see programs on hard drive

Was hit by a virus that took out Hal.dll. Rebooted of CD
rom but was unable to restore Hal.dll. I did a re intall
of xp professional to find out that the administrator name
was unable to access, so I created a new administartor
(same name and password). For some reason all the program
show on the hard drive but the new administrator cannot
access them. Is there a way to switch them?
