Custom Toolbar

Default Custom Toolbar

hi everyone..i'm just wondering if anyone could tell me
what i would have to download in order to change the look
of my IE toolbar on XP? my sister had hers customized
with wallpaper and also she had a ranking system (for
every site she went to, she could give the site 0-5
stars) anyone know what software this is??? I think it
was a windows update packet because she said it
just 'appeared' out of no where one day.. she has since
then reinstalled windows, so all that information is gone

Default Custom Toolbar

I have created a custom toolbar on my taskbar. When I
reboot the custom toolbar does not automatically reappear
and I have to reactivate it. How do I make the custom
toolbar automatically reappear after a reboot?
