Customize Notifications probs

I am running ICQ and have always had it set in my custom
notifications to "Always Show". Only recently (past
week?) it has changed to "Hide When Inactive" without me
wanting it to. I can change it back to always show, Apply
it, get completely out, and even go back and look at it
again and my change is still there. However, if I shut
down ICQ and restart it, the settings change back to Hide
When Inactive. Any Ideas?
