The new owner can simply reactivate the new Windows installation and
can also re-register if he wants to (registration is not required).

Neither de-registering nor de-activating is necessary or
possible. Simply sell the laptop, and the licenses and activation
are transferred with it. The new owner can re-register it if he
wants to, but that's completely unnecessary.
