deploy VB6 App

I am an engineer attempting to migrate a custom
application written in VB 6.0 to the new corporate Windows
XP enviornment. The main application is a standard .exe,
and the sub applications are activeX exes. The
application was developed on WINNT.
When the user is logged on as ADMINISTRATOR, the
application starts correctly. For any other user, the
application gives an error 70.
