Desktop for user account

Default Desktop for user account

I have set up an user account on my xp home. Whenever I try to change the desktop backround or wallpaper nothing happens. I can change it on the owner account fine even tried to give administrator rights to that account and still nothing. Also my System restore marks restore points fine but wont restore to them it just says Restoration Unsuccessful. Nothing else. It is turned on ckd the memory but none of the restore points work.

Thanks Kelly, Ill give that TRY. aNY IDEAS SBOUT THE SYSTEM RESTORE ISSUE?
