device=ansi.sys in winXP?

In Win98 I was able to load the system device"ansi.sys"
by adding a device= line to the config.sys file; I have
older DOS Fortran programs that require this device for
some of their primitive color graphics.
I cannot get WinXP to load ansi.sys, though I've tried
placing the 'device=' line in every 'config' file I can
find. I've also tried running the DOS pif in win98 & 95
compatibility mode, to no avail.
Please help me out if you can - the programs are quite
old and replacements are unavailable, though they're
crucial to the specialized work I do.

Any ideas would be appreciated
