Device driver Failure problem

I recently built a new computer and have an ASUStek P4G8X
Deluxe MB with an ATi 9700 Pro Graphocs card. I installed
a Samsung 17 in 170s LCD monitor. I get a lot of
interference on the screen, vertical cycle lines. I have
tried to change the refresh rate to 60-72, and found 72
works the best for now. Also, my computer suddenly
crashes or freezes and gives me an error message when
restarted: "Error Message: STOP 0x000000EA
THREAD_STUCK_IN_DEVICE_DRIVER (Q293078) " Could anyone
help me or have the same problem as I do?
