| Using XP Pro SP3 as a novice administrator. Experiencing 3 problems: 1) Device Manager is empty in both normal & safe modes, 2) F8 will not take me into Safe Mode but MSConfig will, & 3) Computer display takes a while to load but eventually does load ok. Otherwise everything is functioning ok. 2008 Norton is installed, up to date, & fully scanned. Plug & Play is automatically started. When Device Manager is selected the following Device Manager message displays: “You do not have sufficient privileges to uninstall devices or to change device properties or device drivers. Please contact your site administrator or logout & log in again as an administrator & try again.” In the registry under HKEY_Local_Machine/System/CurrentControlSet/Enum Permissions for Enum Screen already has displayed: Both System & Administrator have Full Control & Read with Advanced Security Settings for Enum screen as Not Inherited Apply to this Key & Subkeys, Everyone has read with Advanced Security Settings for Enum screen as Not Inherited Apply to this Key & Subkeys. | I too am having the exact same issue. I have tried turning off and restarting Plug and Play, I have even checked the permission in my registry. Nothing seems to be resolving this issue. | Thank you for being the 1st & only person to respond to my posting. My 3 problems began after installing Service Pack 3. The installation of SP3 did not go smoothly & Microsoft help was required for successful installation of SP3. The SP3 problem was that after the download of SP3 it would not install because it kept insisting that I was not an Administrator when I was. After SP3 successful installation, my 3 problems were noticed. I notified Microsoft requesting assistance & stated that my existing problems were a result of installing SP3. Microsoft did assist me & installed a Quick Fix. Now my 3 problems are gone & all is well. Sorry I can not tell you exactly what they did. I allowed them to come into my computer remotely & it took a couple of hours to complete the fix for which I am most grateful. | Thanks for the links. Since my problem is already fixed I did not have to use the Norton/Symantec instructions at the link. But just as a footnote, as stated at the Norton/Symantec link, I had updated my Norton & I did restart before I did the SP3 update & I still experienced problems.
