Direct X 9

I cannot download Direct X 9. I get error message that
it "has not passed Windows Logo testing to verify its
compatability with Windows XP. This software will not be
installed." Any idea why?

Look for "When installing an update you receive the following message:
"Software you are installing has not passed Windows Logo testing""

Otherwise follow the Windows Update Checklist:

You Cannot Install Some Updates or Programs "Digital Signature not found"
When you use the Windows Update Web site to install updates, the installation
fails and the Windows Update.log file contains error 80070643.
