Disable Security Centre

Somebody posted instructions to disable the security centre tray Icon
and service which involved "takeown -f" of some dlls and remnaming
them. Can't find the original post in here , it was a few weeks ago
and I forgot what it was named? Serched quite a bit but I am stabbing
in the dark. Can't just disable security centre in services any more
you have to do all this buggering about with taking ownership of dlls.

Can anybody help?
