Disabling Directory Services Restore Mode in Safe Mode boot option

I have a kiosk that I'm trying to lock down and I'm wondering if there's a
way to disable the "Directory Services Restore Mode" option that is in the
boot options that come up when F8 is pressed during boot up. My problem is
that when DSRM is chosen, it boots into Safe Mode and auto-logs in the user,
bypassing a user/password log-in screen. If I am unable to disable the DSRM
option, do you know of a way to disable the F8 option all-together.

I guess you are referring to SP2 image as the Safe Mode is only supported on XPe SP2.

How about just removing Safe Mode component from your image configuration?

As Konstantin says, if you have the safe mode component in the config,
remove it in order to prevent the user from booting into that mode. However,
note that the F8 menu option is a function of the loader, not the Safe Mode
component. There is no way to prevent the menu from displaying if a customer
presses F8, but if the user selects safe mode operation when the safe mode
component was *not* in the config, the system will bugcheck when they choose
an option.

So your options are, customer presses F8 and bugchecks or customer presses
F8 and accesses safe mode.
