Every time i try to download Windows Vista it says i can not due to high
demand please try back later but i have and it still wont let me when will
the best time to download it be?

Probably when the US is asleep - about 5-6am GMT/BST.

I have 3 users on one computer. I would like to download to only my user
account instead of downloading to everyones. How do I change the settings in
order to do this?

There're no settings to change. Whenever you download a file, simply
specifiy the location to which it is to be saved. Then, for subsequent
downloads, your browser should remember this location, until you
deliberately change it. Since you don't want others to see/access
whatever you're downloading, be sure to save the files within your own
user profile.
