Download from Serial Ports

I used to be able to download files via serial port
without problems in windows 9x, ME, NT etc. using DOS
programs. It seems there is something that restricts
download via serial port in Windows XP.

I have tried this while I am logged in as the
Administrator, and have tried the different compatibility
modes for the program properties. any other ideas???
