dtr and tx are asserted at XP load

The DTR and TX line on my Dell Inspiron 4150 is asserted during Windows XP
SP2 load and stays asserted (violating RS-232C protocall). A live CD of
linux (Knoppix 3.4) does not exhibit this problem. When I delete the
serial driver from the device manager and reboot, DTR and TX stay deserted
until XP reloads the serial driver then they are asserted.

The XP system is fully updated with all the Windows updates, all drivers
work with no other system problems.
