Dual LANs No Longer Work After Format & Workgroup Issues

I recently reformatted my PC to properly install some printer software from
HP after neither HP or Microsoft would help. After reformatting and
reinstalling the drivers to everything I tried to plug in my two internet
connections and found out only one could work at a time, if the other cable
were plugged in, HTTP would not work even if the NIC was disabled. When I
first formatted the machine and viewed each network seperately on each card I
could see the "Network Map" of each NIC but after trying to adjust setting
through this website I lost that capability and it no longer turns up a
result. I have tried enabling NetBIOS but for some reason inside "ipconfig
/all" it displays it as disabled.

The LAN #2 is from Charter High Speed, the modem cable goes to a Linksys
WRT54G Router and then comes back to the computer as well as a wireless
laptop with Windows XP. While the LAN #1 is directly connected to a school
network. When both NICs are activated and plugged in only LAN#2 can connect
to the Internet while LAN #1 displays only "Local Only" connection however I
can see local machines within the school network, but while both lines are
connected I can not browse HTTP, but I can stream files from ShoutCast. If
the LAN#1 connected to the school network is the only cable connected I can
not even connect to either, now the machine is not registered with the
network BUT it should display our local network websites which it does not.

Within this whole mess everything on my network was working fine before the
reformat I previously had the school network going into the router and
Charter going solely to this PC. After the reformat and having network
issues I switched it around but I isolated the problem to simply unplugging
the school network from my other NIC.

With all that I previously had a small peer-to-peer network established
between the Windows XP & Vista machines (with no problems surprisingly) but
now I can not get them to connect together again, I have tried Network Setup,
manual workgroup name adjustment, Wireless Network Setup but nothing has
worked.

I hope this all makes sense and I hope someone can help me. Thank you for
