Enabling devices programatically

Wondering how to enable devices and take exclusive access
(ideally) of floppy disk drive, DVD-ROM, USB etc. with
the following PC setup ...

The infrared port, the floppy disk drive, DVD-ROM drive
and USB devices are disabled under Windows XP; they are
not disabled in the laptop's BIOS. In the case of the
floppy and DVD-ROM drives, it is actually the floppy disk
controller and secondary IDE channel that are disabled.

Was considering a solution involving VB calling windows
API's or ??? Any help appreciated
