enabling PAE on RC2

i've read at http://msdn2.microsoft.com/en-us/library/ms791485.aspx that
all 32bit versions of windows (inc vista) have PAE disabled by default.

how do i get vista RC2 to enable PAE?

this page http://msdn2.microsoft.com/en-us/library/aa906211.aspx seems
to explain what todo. even after a restart, tapping in 'bcdedit' shows
the last 2 lines of:
nx OptIn
pae ForceEnable
so it should work fine. however, it aint. Bios is reporting the full
4gb. vista 32bit RC2 is reporting a mear 3gb.

any ideas? dont go saying "edit the boot.ini file". vista dont have one

. that was the 1st place i looked to enable PAE.
