Microsoft support on the phone and they didn't have a clue. The knowledge base article that almost every one references is completely worthless because , as you and I have discovered, the User Shell Folder does not contain the Common Administrative Tools subkey. My search on Google shows that this has been an ongoing problem for well over a year and maybe longer. I think it is a scandal that Microsoft hasn't addressed this problem by this time.
