Error: A HI-SPEED usb device and will function at reduced speed...

Hello,

Per guidance I have followed in the Knowledgebase, I have
Win XP fully patched. Am trying to use a USB 2.0 device
(Flash Card Reader) on a Dell 8250. I get the following
error mesg: a HI-SPEED usb device and will function at
reduced speed when plugged into a non-hi-speed port.

How can I fix this?
