Error# C00D2712, License storage is not working

Hi,
Whenever I tried to open some .wma (music) files that I
downloaded in some site, I receive this error message:
Error# C00D2712

And the description said, "License storage is not
working. Contact Microsoft product support."

Can you help me solving this problem??
