error message: Windows Could Not Start Because the C:\windows\system32\system File is missing or corrupt

Hello all! So...the above is the beginning of the problem. It gets worse though.
The internal cd drive will not work either, so we have been unable to use the fix-it disk. also we tried to use a diskette but it is a fat? not an ntfs? One more thing, we went out and bought an external cd-rom drive but of course the pc wont read that either.

So basically the laptop wont start at all. PLEASE HELP.
