Error while installing

hi,

try to install rc1 64bit (german) on a Targa Visionary 811A.
At the point "Updating..." i get the following error (german):
"Die Offline-Gebietsschemainformationen konnten nicht festgelegt werden.
Fehlercode: 0x80FE0000"
which i translate as
"the offline-region scheme information could not be set. errorcode:
0x80FE0000"

what does it mean?
