Explorer crashes during logon.

Explorer crashes when "Personalizing Settings" with a memory read error. I
replaced the memory, reloaded vista and it still happens. I logon in safe
mode and everything seems fine. Also during setup it did not ask me to
create a user and the first logon only has "other User" and Administartor is
disabled, so how do I logon without booting into safe mode and creating a
user? Which, by the way, does not work through control panel but if you
"manage" "my computer" it works. Funny stuff huh?

In Administrative tools - computer management - local users:
Right click on Administrator, tick the "enable" box, but, DO NOT SET A
PASSWORD!
ALL other users accounts must then be DISABLED
Restart.
