External modems

I have an external modem on XP Pro.

Occasionally, through a power glitch or something, the system seems to
sponteneously rooboot. When it's rebooted, the modem is mysteriously "not
installed" so I have to uninstall it, reboot and then reinstall the modem.
Then I have to figure out why the connection is so slow and eventually find
the modem's defaulted to 9,600 instead of 56k. Windows 98 never did that!

Solutions?
