The Cover Page editor lets you create custom cover pages.

On the cover page editor are you able to add graphics and/or convert other
file types to the .cov format?

No.
And I would avoid graphics because the Fax Service has no rendering
capability.

the cover page editor help file:

To add a graphic to a cover page:

1. In a graphics program, such as Paint, copy the graphic to the Clipboard.

2. Open the Fax Cover Page Editor and, if opened from Shared Fax Console,
click the cover page template in which you want to change layering, and then
click Open.

3. On the Edit menu, click Paste.

4. Use the mouse or the arrow keys to position the graphic.
