Fax keeps line busy after receipt

I'm running Win XP and using MS Fax that comes with Windows. Using phone
line and Motorola modem.
Problem: after receiving fax, sometimes the line just keeps busy and no one
can call me. I usually have to restart PC to fix.

Is the Modem certified? You can check from here

No, my modem is not Win XP certified. Does that mean I should replace it to
fix the problem?

It is advisable to use Microsoft certified modems. Have you checked your
event log after the fax line remains busy? Any fax related events found
there might help you to diagnose the problem further.
