Fax service and its temp directory

Fax service seems to logged-on as administrator.
But path of TEMP directory it seems to take from system environment
variables. Not the user env. variables.
Is there any way to set the fax service to specific TEMP folder ?
All that cause in my system paths to TEMP directories are not standard.
