Fbreseal work with the evaluation version?

working on making a cloneable image to test deployment.
I've already been able to make bootable working images,
but this is the first time I included the System Cloning
Tool in a build. After finishing modifications to the
image I ran fbreseal.exe. Once it rebooted and finished
the mini-FBA, it returned with an error that Windows could
not verify the license.
Is this because I have an evaluation version of the
software, or is there something I've missed?
