Flashing Mouse Over Text?

Have XP home edition. Any program that I mouse over will
display info text....but the comment box is flashing and
sputering like crazy. Other programs show the same
symptom just in using the menu drop downs...their drop
downs and display text can't be read due to all the
flashing. It almost as if the mouse over text is not
giving rights to be the "active form" on the window
screens. The flashes are actually the pc code saying yes
you are the active form and then no you aren't the active
form in computer like speed. Bug in XP? Can't find it.
Help me out here. Jerry
