floppy drive disk format error

I recently upgraded to Windows XP. My floppy drive
worked for awhile and now gives the message that my disk
needs formatting. If I click "format" it then says that
the disk can not be formatted. There is nothing wrong
with the disk and several have been tried. I even
purchased a new floppy drive and still get the same
message.
What is the fix for this?
