Not sure if this is for correct icons, so do make note of all settings
before changing them so you can revert if necessary. Right-click the
desktop to get Display, Appearance tab, Advanced.
Select an item, in this case Font. This will allow you to change the
size for icons and their type size. Mine is set icon size 35,
Microsoft san serif 8. Okay your way out.

There's also a setting in the Properties area when you right-click the
start button \ customize \ to choose small buttons in the start menu.
I have that cleared.
