Generic On Screen Volume Bar Display

I was wondering if anyone is aware of a generic third party program that
would display the status of the volume whenever it's raised, lowered, or
muted. Something like what is usually supplied with those keyboards that
have the volume buttons, but I'm looking for something that would work with
anything, by simply sensing when the volume is changed and then displaying
the info.
