Get Buffer Overrun window at startup

The window says:

Visual C++ Runtime Library
C:\Windows\TEMP\installer.exe

I tried by renaming the installer.exe to installer.ex1
and restarted PC. It came up again.

Any idea on what this is and how to correct it?
