GPO not applied after shutdown, only after restart or logout (weird?)

The devices are joined to an AD, and it is possible to log on using
a domain user account.
I might be missing something obvious, but I'm unable to see why
this is happening:
Trying to administer settings through GPO, it seems that neither
user nor machine policy are applied after the device comes up
from a powerdown.
- logout/login -> GPO works fine
- restart -> GPO works fine
- Shutdown/powerup -> GPO not applied??
