Home Editions don't have gpedit.msc

Out of interest, and ignoring any licence issues, is it possible to
copy gpedit.msc from Ultimate to Home Premium?

This is doubtful. The MMC is present in HP, but if you try to add a
component snap-in such as Users and Groups, you get a dialog that states
this component cannot be added because you are running HP.
