Which build of Windows Vista are you using? Also, its not strange to
encounter incompatibility issues with a BETA like Windows Vista. I recommend
you get in touch with the Publisher of HALO to find out about updates or
support strategies for this game on Windows Vista. Have you tried running
the game in compatibility mode to see if it makes a difference?

Right click on the executable file (.exe) and click the Compatibility tab,
click the "Run this program in compatibility mode for" check box, then once
the OS drop down box has activated, select Windows XP SP2 from the list,
Apply then OK.

You have to disable UAP first, click Start > All Programs > Accessories >
Run > type in MSCONFIG > click Tools (tab) scroll down > select Disable UAP
> click "Launch", restart you system. Log back in, click Start > Games (I
assume the game is stored there) > right click the executable >
Compatibility (tab) > under Compatibility mode > check "Run this program in
compatibility mode for:" click in the list box and select a suitable version
of Windows, preferrably Windows XP SP2.

Do you have supported video card with the most recent drivers?

If yes then something probably still needs a bit of work.

Just going to say, haven't a lot of people been having trouble with Direct3D
in Vista? Some people seem to experience problems with Glass and games
especially... but it seems that only the more basic games seem to work in
Vista. I've tried a few games myself... but only Counterstrike/Half Life
seems to work relatively well.

I've tried Oblivion and Morrowind both run pretty well.
