No, it's the different between Billion Bytes and GB. 1 GB =
1024*1024*1024 bytes. Wikipedia is wrong, as usual.

Hard disk space

My pc has a 160gb hard drive, but Vista only uses 149gb. Is there a reason
for this? Let me explain a little further about my setup.

The pc is an eMachines that came with Vista Home Basic preinstalled. I had
nothing but trouble with the applications that came preloaded with the
computer, even after uninstalling them, so I deleted the recovery partition
(D and reformatted the hard drive. The pc came with the Vista Home Basic
DVD without all the eMachines software so I used that to reinstall Vista.
Installation went without a hitch, but the system only shows 149gb total
space, 142 free after install. Does Vista keep some hard disk space free for
some reason? I hope I am making sense here.

There is nothing wrong here. For marketing, drive manufactures give
capacity based on 1GB = 1000*1000*1000 bytes, but computers report the size
based on a GB = 1024*1024*1024 bytes. The difference is
0.931322574615478515625. So your 160GB times this fraction gives 149GB
reported by windows. Then when it's formatted some space is used giving you
the formatted available space of 142GB.
