having issues with cookies???

I had to reinstall everything after my computer crashed and I utilize AVG by
grisoft free version as my virus protection and downloaded the new beta
version of Microsoft Antispyware, with Adaware SE. I have changed my internet
option settings a million times and am still unable to access sites like my
msn hotmail as it tells me that my cookies are not enable????
What more can I do .... here are what my setting are set at:
Internet - Medium low
Local Inranet - low
Trusted Sites - low
Restricted Sites - High
Privacy is set at my default of Medium low
Please assist????
