Right click the Start button, select Properties from the resulting menu. Now you will be presented with a dialog box. Click the Customize button and another dialog will jump up. On this dialog click the Advanced tab and you will have a list of items which you can add or subtract from the Start Menu. Make sure "Help and Support" has a check mark next to it and OK out of the two dialogs. Now your Help should be back on the Start Menu.
