You should always insert you PCI sound card as far away as you can from
video cards etc. This to avoid
IRQ problems and possible interference. Try also turning the "power' of your
mic down - Double click
on the microphone icone on the task bar > Options > Properties > tick
recording > OK > select
"Advanced" under the microphone slider > un-tick the Microphone +20dB
boost,. > Apply/OK
re-boot and see if that helps.
Also check your souce to make sure there is no hissing from there.
