Right click the start button and select "Explore" an explorer window will
open, you can now create folders and rearrange individual shortcuts into
particular folders.

I have folders for:

Productivity: In here I have word, notepad, excel, paint etc
Internet: Internet explorer, Outlook Express, MSN Messenger
Games: Solitaire etc

Once you have rearranged the folders/shortcuts close explorer and when you
press start you shortcuts should be neater..
