Windows XP does not have the capability of creating a bootable CD-Rom, by
itself. You'll need 3rd party software such as Nero or Easy CD to do this.
There may be other, cheaper or free alternatives that will do this as well.

Someone (cannot remember who)was selling XP boot CDs on eBay for $10.00.
I bought one. It works.

setup floppies. As for CD Roms, you may need access to a
Network and have a Network card in you system if It does
not support booting from a cdrom drive. Most new or
upraded copies of XP are bootable. Good Luck.
