If you have Microsoft Office installed, you can use Microsoft Office
Document Imaging.
This not only allows you to edit Tiff files, it also allows you to merge
several tiff files.
If you don't -
You can try cropping each page from Windows Picture and Fax Viewer, Copying
it and pasting it to Paint Brush. This way you can save each page as a
separate image file (TIFF). You can also edit individual pages in Paint
Brush. I'm not sure how you can merge Tiffs though.
