How to show shortcut "Command Prompt" on Start->All Programs->Accessories ?

I've already add cmd.exe into runtime.
My question is How can I show the shortcut on Start Menu -> Accessories?

Take a look at the settings for the User Interface Core component. You can
check "Show All Programs on Start menu"

I've checked "Show All Programs on Start menu", but the command prompt
still can't be found.
