Yeh, you can enable the Superfetch service (in services.msc) so when you
plug in a USB flash device, you can select as one of the Autoplay options to
make your computer faster...

Can't remember the exact option, but there's a little spanner as the icon
)

There really isn't anyway to make it really fast right now, since partly the
operating system is simply is not optimized for performance. That won't
happen until around BETA 2/RC1. I suggest you check out the following
article I posted previous to this post, discussing performance enhancers
expected in Windows Vista.
