How to permanently run 1 app as Administrator when not logged on as Admin

I have all of my network users assigned as Power Users in
my Windows XP environment. One application requires the
user to have Administrative privledges to run the
application.

How do I set up just that single app to always run as
Administrator? I know I can do it on a one-time use basis
by using the "Run As" feature but I want the logged on
Power User to be able to always run this app as an
Administrator.........

Have you tried to give the user administrator rights over
the aplications folder that it resides in.
