How to prevent programs launching at startup?

With XP, I used Mike Lin's StartupMonitor. The purpose was to preven
programs from installing themselves to launch at startup. StartupMonito
gave me the option to allow or not to allow

The usual culprits were Adobe, Flash, Realplay, etc

In Vista, is there any way to prevent such programs from launching a
startup

Vista includes the MSCONFIG.EXE utility the same as XP did and it can block
startup programs.

Have you tried it in Vista ? It may work ok.
Alternatively, use the Software option in Defender to remove start up programs.

I use Autoruns from MS/Sysinternals. It is very comprehensive and easy
to use either through the GUI or command line.

I would say autoruns does more than most of other utilities.

It covers multiple code "classes", not only applications,
abut also shell extensions, dlls, IE toolbars, Browser helpers,
services, drivers and more.

usable in Vista 64 too ( mine )

In most cases, with "well-mannered" applications, it's usually as
simple as opening the undesired program and deselecting the option to
"display icon in the system tray" or to "start when Windows starts."

Additionally, Look in the C:\ProgramData\Microsoft\Windows\Start
Menu\Start Up folder, and in the system registry, primarily in the
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run keys.

This Knowledge Base Article refers to WinXP, but the same
principles apply in Vista:

Remember, Msconfig was designed to be a troubleshooting tool, not a
"startup configurer." Use MSConfig to determine the location of the
command that is attempting to start the program, and remove it. To
cease the selective startup notifications, either return your settings
to the way they were, or permanently remove the undesirable programs
from your startup configuration.
