How to remove a keyboard erroneously during installation

I have reinstalled Windows but let the US keyboard be installed by default
during the installation process. This is annoying because
(i) we use a Belgian keyboard (and the position of several keys are
different from the US keyboard);
(ii) when logging in with the Windows NT logging screen, the machine uses
this US keyboard... which makes the mohin always a bit difficult...

I have removed the US keyboard from the "Adiministrator" and from all users,
but this does not correct the situation.
When the machine boots, it takes the US keyboard untill one user has looged
in.

How do I change this ?

I previous installations, I was more careful and suppressed the US keyboard
during the installation process so that only the Belgian keyboard was present
to finalize the installation.

So, this must be possible but I do not find how to do it AFTER Windows
installation...

Install the Belgian keyboard.. set it as default.. reboot the machine..
remove US keyboard..

Install the Belgian keyboard.. set it as default.. reboot the machine..
remove US keyboard..
